What is the best data enrichment tool?

There is no single answer. Coverage varies by region and segment, so run your own target accounts through each trial rather than comparing published record counts.

Why does enrichment not seem to help?

Usually the data lands on duplicated or unowned records, or writes to fields no report reads. That is a record model problem rather than a vendor problem.

Can enrichment create duplicates?

Yes, and it is the most common cause. Any integration with create permission and no matching rule will eventually create a second version of an account.
